A Prime Minister is the chief minister and head of a cabinet of a parliamentary system of government. He/she is either appointed by a ruler or democratically elected.

In the Centauri Republic, the Prime Minister is appointed by the Emperor to be in charge of the Centauri Royal Court. After the Emperor, the Prime Minister is first in line of authority for the Republic. This responsibility usually comes about when the Emperor is dead/incapacitated and the Centaurum has not yet appointed a new Emperor or Regent.
