The Kha'Ri is both the political and religious ruling body of the Narn Regime. This government was outlawed during the Centauri occupation of Narn.

The members of the Kha'Ri are given the title of Councilor. They are selected by recommendation from within and consists of 8 circles, each with different responsibilities. The First through Fourth Circles are permanently is session in the Narn capital of G'Kamazad on the Narn homeworld.

First Circle

Consisting of 8 Narns, the First Circle are the overall rulers of the Regime. They hand down directives to the homeworld and all colonies and outposts.

Second Circle

The Second Circle provides advisory functions for the members of the First Circle. Their are 16 members (2 for each First Circle member).

Third Circle

This is the diplomatic circle of the Regime. It is made up of the senior ambassadors to other governments and ambassadors that split their time between sessions on the Homeworld and active diplomatic posts. Ambassador G'Kar of Babylon 5 belonged to this circle.

Fourth Circle

This circle consists of the leaders of the Narn military. The members of this circle are known as Warleaders.

Fifth & Sixth Circles

These circles consist of the continential leaders of the Narn homeworld and the regional and military governors of the colonies and outposts. These members also fill the role of the judiciary for their assigned territory.

Seventh & Eighth Circles

These are the scholars circles. It is their jobs to maintain the history and traditions of the Narn race.
