The government of Narn is the Kha'Ri, a ruling body both political and religious in nature. It combines both lawmaking and government administration in the Regime. The Kha'Ri consists of eight circles. The First Circle, consisting of eight Narn, rules the entire Regime, handing down directives to homeworld, colonies, and outposts. The Second Circle, the advisory circle, has two advisors per Counselor in the First Circle. The Third Circle is the diplomatic circle, made up of 12 Ambassadors who split their time between active duty posts and Kha'Ri sessions on Homeworld. The Fourth Circle is the Military Circle, a new tradition for the Narn, but more important to them than ever given their past occupation. The Fifth and Sixth circles are the continental and regional governments and military commanders of the planet and colonies. The Seventh and Eighth Circles are the Scholars Circles, whose interest is in the histories and traditions of the Narn people.

The first four circles are permanently in session in the capital city of G'Kamazad, while the Fifth through Eighth circles meet periodically, performing their duties at their own continental and regional capital cities. While all circles are formally part of the Kha'Ri, the term commonly refers only to the four circles who reside in the capital. The Narn have re-established the Kha'Ri with leaders from the Narn Resistance.

Narn personal belief runs from atheism to strong religious feelings. The Centauri destroyed many of the academic centers and libraries during the occupation but due to their beliefs, left many temples standing. Thus, many of the historical writings of the Narn prophets still survive.

Narns who believe in a higher power believe that the words of the prophets are guides to the truth and the will of that higher power. The greatest prophets are G'Lan, the prophet most often followed , whose writings are so ancient that it is forgotten when they were written, G'Ston, who lived 1500 standard years ago, and G'Quan, who lived about 1000 standard years ago and whose followers are growing in number.

Narn society is based on the traditional familial structure prevalent before the first occupation by the Centauri. Narn males and females mate one-to-one for life, with the female joining the family of the male when she chooses her mate. The female carries the child until birth, typically one to three children at a time, after which the male cares for the young in his pouch for the first three months of life. Because of this, Narn children are often called "pouchlings."

At the time of the first Centauri invasion the Narn were a pre-starflight race3. Since the Centauri departure 50 years ago, they have aggressively sought out advanced technology, especially military technology. They have borrowed and adapted technology from other races in their attempt to achieve parity with the more powerful races and to assure their independence.

The Narn military was devastated in the 2259 war with the Centauri Republic. The Narn have begun a massive campaign to rebuild the strength of their fleet, but remain under-strength as compared to their prewar fleet.

Narn military technology was derived from captured Centauri military technology. Within the last 30 years, Narn scientists added Heavy laser and energy mine technology to the Narn arsenal. The mainstay of the Narn fleet is the G'Quon Class Heavy Cruiser. Narn fighters are capable of both space and atmospheric flight.

When the Centauri withdrew from Narn, they also returned the colonies they had conquered. These colonies were all devastated by the war and occupation that followed. The Narn government has much to rebuild.
