Theocracy
The Yolu do not believe in a god but do believe there is a spiritual energy which dictates the destiny of all beings in the universe. They refer to it as Coo-tah. Their government is based on this belief. The chief governing body is the Ingyo-a council of priests, 15 men and women who have attained perfect harmony with the Coo-tah. This council holds their position for life and when one of its members die, they are replaced by a ritual choosing involving the entire race. Below this council are a series of specialized orders - a warrior group, an academic group, a business group etc. These advise the Ingyo on their area of specialization.

The Yolu government is very responsive to the needs of the Yolu people and has been stable for over 400 years.

All Yolu religions share the concept of Coo-tah and differ only in their expression of this universal force. The most prevalent religion is Coo-Tah Zhay, The Coo-tah Eternal, which posits that the Coo-Tah is an unchanging force that cannot be diminished. Other Yolu religions challenge this assertion but this does not lead to rivalry. The Yolu firmly accept the necessity to constantly test and question all beliefs and are a model of religious tolerance.

Yolu civilization has existed for 5,000 years. It combines a group-oriented structure with individual growth to provide balance in all things.

Diversity is a hallmark of Yolu society, they revel in their differences as proof of their basic spiritual sameness. Males and females are equals and there is no discrimination based on cultural, social, economic or physical differences. This respect for diversity also extends to other races.

The Yolu prize spiritual harmony, physical prowess, art and intellectual achievement. In everything they do, the concept of Coo-tah has a place and they believe strongly in omens. The Yolu are also fond of jewelry and male and female alike adorn themselves with it.

The Yolu were the creators of the Mutai, a blood sport they used to settle differences without war. As they went out into space, they brought the Mutai with them and it became a cherished tradition of the League worlds and others. Many of the Yolu fight in the Mutai.

The Yolu have had interstellar flight for some 3,000 years. Their technology is very advanced and they are adept at transport, communications, weaponry, medicine, agriculture, hyperspace and computer technology.

The Yolu have a considerable fleet which protects their homeworld and colonies. Their ships are fast, maneuverable and adept at navigating in hyperspace. Their weapons are powerful and their defenses even more so. Their gunners are considered some of the best in the galaxy. They are not an aggressive people and show no interest in conquest

The Yolu have colonized one other planet in their home solar system, Nemus, and one planet in a neighboring system, Kitab III.
